First off, as people have said, "sluggish at slow speed, agile at fast" goes 100% against physics. In aviation the above might make more sense, but in vacuum with nothing for flight surfaces to "grip", speed will *always* make you more sluggish to turn, no exceptions as far as I can figure. The old inertia thing :). But this is a game, we can ignore physics (though stuff like this still irks me a bit :).
To game stuff: a lot of people are saying missiles need to be improved. I'm still a newbie, but from the frigate point of view missiles are very very deadly, bordering on overpowered. A Kestrel with cruise missiles is a horror to behold, especially when you remember that more often than not one hit from a cruise missile is all it takes to kill a frigate, since the game's damage model has a total miss / total damage model for missiles.
People are saying it's too hard to hit frigates with missiles. Well, good, since cruise missiles (which everyone uses in pvp) only need to hit once. If they were even faster or hit even more easily, you might as well forget about frigates in the game in other roles than a disposable cruise missile launcher.
I'm not saying "nerf missiles". I'm just saying cruise missiles are very very efficient against frigates as they are. Be very careful if you make them any stronger. Currently it's possible to combat them with huge speed, or lots of defenders, but speed takes up a lot of slots from other things and defenders mean you aren't using the missile rack for offense. Not to mention some frigates don't have any launchers at all. I would hate to see frigate fights degenerate into "who launches cruise missiles first wins".
I don't think it's a coincidence that most PvP people I see in frigates are flying Kestrels or other missile boats, filled with cruise missiles. It's easy on skills compared to turrets, and does *huge* damage with a very low skill point "entry fee".
Mostly talking about cruise missiles here, light missiles and rockets *could* use some boost. They seem a bit underpowered to me.
